3. JURISDICTION
The rally is organized as an international free event. It does not contain any special stages, the classification is established by adding together the penalties incurred on the route with all other penalties and the times achieved in special tests .. The event is included in the calendar of events of the Autoklub České Republiky for 2025.
4. LOUIS ALEXANDRE CHIRON MEMORIAL
Mr. Chiron personally started all the crews of the Rally Vltava in 1963 and 1964 and subsequently made a significant contribution to the promotion of the Rally Vltava to the FIA European Championship series. For this reason, he is called the patron of the Rally Vltava.
5. DESCRIPTION OF THE RALLY
It consists of its own route, time controls and several special tests.
Roadbook
The crew will receive a detailed roadbook just before the start. If a junction is not marked in the roadbook, the route continues along the main road.
Route is divided into three legs:
I. Leg starts on Thursday morning in Liberec and ends at night in Karlovy Vary.
II. Leg starts on Friday morning in Karlovy Vary and ends at night in České Budějovice.
III. Leg starts on Saturday morning in České Budějovice and ends in the afternoon in Prague.
The route with a total length of about 1,200 km runs on narrow roads with a solid surface.
Time controls
They are listed in the roadbook and marked with standard signs according to the FIA at the control points. If the crew fails to pass, they will be excluded from the classification, but they can continue driving to the finish line of the rally. The officials at time controls have to remain in place for no longer than 30 minutes after the ideal time set by the organizer for the last crew!
Special tests
They take place in places outside normal road traffic. They have a length of 500 to 2,500 m, they are driven against time and on straight sections, retarders made of cones reduce the average speed under 50 km/h. As a precaution, both crew members wear helmets of current production and homologated for normal road traffic.
6. CREW
The crew consists of only two people. Only the holder of the relevant driving license may drive the vehicle.
If any crew member is under the age of 18, he must present a written consent from his legal guardians, with their verified signatures, at the inspection. All rally participants confirm by their signature at the administrative checks that they participate at their own risk.
Identification of crews
Each crew member will be identified with a special tag throughout the rally, which they will receive at the administrative check .
Minimum participation of crews
If at least 50 crews do not register with the organizer by the 2nd deadline for entries, the organizer has the right to cancel the rally.
7. ENTRY PROCEDURE
Entry deadlines
1. entry deadline is 30. 3. 2025
2. entry deadline is 20. 4. 2025, for an increased entry fee
Entries must include
1.) Crew – name and surname of each crew member, year of birth, phone number and e-mail.
2.) Car – make, type, engine capacity, year of manufacture, registration plate.
One photo of the stationary car itself (so-called ¾ from the front), preferably in the open air.
3.) Entries have to be sent exclusively via the website www.rallye-vltava.cz in the section Ideal track Rallye Vltava 2025 – Applications
Accommodation
1.) A two-member crew is provided with meals for the duration of the rally and accommodation for 3 nights. Both are included in the deposit.
1st night – Wednesday 17.9. / Thursday 18.9. – Liberec
II. night – Thursday 18. 9. / Friday 19. 9. – Karlovy Vary
III. night – Friday 19. 9. / 20.9. – České Budějovice
2.) The crew that wants to book overnight stays outside these days, in addition before or after the competition, must request this in writing to the organizer as soon as possible, because all these cities are significantly visited by tourists. In such a case, the number of people must be stated and the exact date of arrival before the competition (Liberec), or the exact date of departure after the competition (Prague) must be written.
3.) The crew of the accompanying car (max. 2 people) must be ordered additionally.
4.) The request for accommodation for social companions must also be ordered additionally, stating the number of people and their names.
8. TEAMS PARTICIPATION
In addition to the basic individual participation, it is possible to register for participation in one of the following teams.
A team consists of three cars (crews), which represent:
1.) Sports club team – each crew can start in a car of a different make and type.
2.) City or municipality team – each crew can start in a car of a different make and type.
3.) Make team – crews must start in cars of the same make, can use a different type and can be of different nationalities.
4.) The final classification is common for all the above-mentioned teams.
5.) National team – crews can start in cars of different makes, but must be of the same nationality. Each car must be manufactured in a different time period, from the three different periods listed below.
6.) The classification of national teams is separate.
Team marking
Each car of one of the registered teams will be marked with self-adhesive foil in the colors, above the windshield on the roof, with the emblem and inscription corresponding to the given team. For example: PRAHA TEAM, SAAB TEAM, CZECH TEAM and the like.If in the event there are multiple teams with the same name, they will be distinguished by adding Roman numerals, for example ŠKODA II TEAM.
9. ELIGIBLE CARS
The car must be operated according to one of the following variants of the Czech Republic:
1.) Regular license plates, white – Technical certificate, valid MOT
2.) Special license plates “V” – Historic vehicle license, valid MOT
3.) Special license plates “R” – FIA or national HTP, valid MOT
5.) The car must be in 100% condition .. Negligently maintained cars will be clearly rejected during technical inspection, even if the crew comes from a long distance and its entry fee will be forfeited! Cars manufactured in the years are eligible
– 1959 to 1965
– 1966 to 1971
– 1972 to 1981
Recommendations for participants
1.) A hand fire extinguisher is strongly recommended in all cars.
2.) Remove the decorative covers („caps“) from the wheels, when they were always driven without them.
3.) Following the roadbook and the success of the crews, it is recommended to equip the cars with navigation devices (tripmaster) for measuring distances, with an accuracy of 10 meters.
4.) For crews that do not own a classic tripmaster, we recommend an alternative option, which is downloading it from the Internet, at the link: https://play.google.com/store/apps/details?id=ee.siimplangi.rallytripmeter This application is downloaded to a mobile phone or tablet. After installation, various functions can be adjusted in the settings, and one of them is tripmaster.
5.) Equip yourself with suitable sports clothing that corresponds to the purpose in its design. Flame-resistant overalls with valid homologation are not mandatory.
Marking of starting cars
Starting numbers (panels) on the doors
Each car will be compulsorily marked with a pair of starting numbers (panels) on self-adhesive foils measuring 40 x 55 cm (height x width), which will be given to the crews after the deadline for the 2nd entry. They will not be allocated according to the order in which entries are received, but mostly according to the year of manufacture of the car. These starting numbers will be supplied by the organiser at the scrutineering and will be placed one on the lower parts of the driver’s and one on passenger’s doors.
Plates with starting numbers
Each car will also be compulsorily marked with a pair of plastic plates measuring 20 x 50 cm (height x width), which will also be supplied by the organiser. The plates will be visibly placed one at a time, on the front and rear of the car.
Invalid markings
All markings from previous sporting events must be removed or covered up before the inspection to prevent confusion. Failure to comply with this regulation will result in the car not being accepted.
10. ACCOMPANYING CAR
The organizer allows a maximum of one accompanying car for each competition car, which the crew must specify when registering. The organizer doesnot cover the costs of operating this accompanying car in the crew entry fee, not to disadvantage crews starting without accompanying cars.
Therefore, it is necessary to order an accompanying car in the entry and pay the specified amount, which serves to cover the costs associated with its participation. With regard to the capacities of the visited accommodation and catering facilities, the organizer expects one accompanying car to be staffed by a maximum of two people.
Service work
Service is defined as unlimited work on the competition vehicle and can be performed anywhere on the track.
11. ADVERTISING ON CARS
Competitors are allowed to place any advertising on their cars (including accompanying ones) on the condition that:
– It is permitted by the national laws of the Czech Republic and FIA regulations.
– It is not offensive or scandalous.
– It is not political or religious in nature.
– It respects the rules on the placement of starting numbers.
– It does not obstruct the crew’s view from the car.
12. ADMINISTRATIVE CHECKS
During the administrative checks, the following will be checked:
– Driver’s license of the first crew member (if the car will be driven by him only).
– Ttechnical certificate of the given car.
– Document of appropriate compulsory insurance for the given car.
During the technical checks, the following will be checked:
– Validity of the certificate of technical condition of the given car.
– Condition of the steering and brake system.
– Condition of the fuel system.
– Condition of the tires.
– Function of lighting, sound signaling and wipers.
– Crews will present helmets of current production and homologated for normal road traffic. They will be used during special tests.
Late arrival:
A crew that does not arrive at any of these checks within 60 minutes after the indicated hours will not be accepted and its entry fee will be forfeited!
Exceptions for late arrival can be arranged in advance.
13. CLOSED PARKING (PARC FERME )
The competition will use the closed parking system (UP).
14. START OF THE RALLY
Vehicles will start the legs with the engine running, individually, according to the starting numbers, at one-minute intervals. A crew that arrives late to the start will be started immediately,
however, it will be considered as having started at the prescribed time and will be penalized.
15. DRIVING RULES
Crews must comply with the road traffic rules. Driving averages are adjusted to the condition and nature of the roads, with sufficient margin between individual time controls. In the event of an emergency, when unforeseen mass delays of more than 5 minutes occur on the route, the Directorate may neutralize the loss of time, provided that several crews are affected by the incident and all of them will report this circumstance at the next time control.
16. TIME CONTROLS (TC)
1.) The crew will have a set time to complete each section of the course, between two time controls.
2.) In none of the sections may the average speed exceed 50 km/h, otherwise it will
be penalized, automatically and electronically at the TC.
3.) The crew arriving at the time control has to stop in front of the standard yellow sign with the TC symbol, located about 10 meters in front of the standard red sign, which is already located at the table (booth).
4.) The crew will check its time needed for the ideal arrival at the TC in its records and compare it with the time currently indicated on the table (one of the crew can walk there).
5.) Only at the required time will the crew drive the competition car to the table with the red light.
6.) If the crew is late on the track due to loosing way or repairing the car and knows that they are late, they will go straight to the table with the red light of the Control Room and confirm their time as soon as possible. For exceeding the longest specified time, the crew will be penalized, automatically electronically at the Control Room.
7.) Each crew will be equipped with a chip card, which they will attach to the mobile phone of the Control Room operator upon arrival at the time control table. The relevant time will be recorded electronically at that moment in the competition control room.
8.) For safety, the Control Room operator will manually enter the time into the Time Sheet submitted by the crew. This time is also the starting time (start) for the crew to the next section, where the same procedure is repeated.
17.) SPECIAL TESTS
They will be held at five locations:
– Liberec-Vesec Sports Complex
– Sosnová Autodrom
– Mariánské Lázně Long Track Stadium
– Písek-Hradiště Autodrom
– Prague-Letenská pláň Slalom
Both crew members will always be in the car, equipped with helmets approved for normal road traffic. The car with the engine switched off will be parked in a designated place, with the doors closed. The crew will stand on the starting line 10 meters behind the car.
1.) Start – at the starter’s command, the co-driver will place the chip card on the mobile phone placed on the table. This will start the crew’s time. The crew will get into the car and, after starting it, set off on the marked track.
2.) Finish – after passing the designated section, the driver stops on the other side of the table so that the passenger can place the chip card on the same mobile phone with the window open and thus confirm the crew’s final time.
3.) For each knocked down cone placed on the special test route, 2 seconds are added to the total time achieved.
18.) FUEL
There are no restrictions on the use of fuel. It is automatically assumed that each crew will use commercial fuel, commonly sold at gas stations.
19.) FOREIGN ASSISTANCE
Each competition car must move under its own power along the entire prescribed course. This means that it may not be pulled or pushed by another vehicle or carried on it. Otherwise, there are no restrictions on assistance from another person. In the event that a car experiences an irreparable breakdown or an accident, its crew must report such a situation to the competition control room as soon as possible. The necessary contacts are listed at the end of each itinerary.
20.) PENALTIES
Penalties are expressed in seconds added to the total time achieved in the rally.
Technical condition – vehicle not complying with valid road regulations = vehicle not accepted
Time card – missing time control record = exclusion from classification
Time card – loss = exclusion from classification
Insufficiently excused late arrival, for each minute = 60 seconds
Late arrival at the start – for each minute started = 60 seconds
Failure to switch off the engine – before starting the stage = 60 seconds
Late arrival at the time control – for each minute started = 60 seconds
Arriving at the time control from the opposite side = exclusion from classification
Each knocked down post during a special stage = +2 seconds to the achieved time
21.) CLASSIFICATION
The classification is determined by adding all the penalties throghout the whole route expressed in time plus the times from special tests during the entire rally,
Class classification
For classification in individual capacity classes, at least 3 crews must participate in each. In case of less participation in a given capacity class, the crew will be transferred to the next higher class. The following capacity classes are listed: up to 850 cm3, up to 1150 cm3, up to 1300 cm3, up to 1700 cm3, over 1700 cm3
Overall classification
The overall 3 winning crews will be those that complete the entire competition with less penalties .
Team classification
Established with at least three registered teams.
Placement prizes
For placing in the capacity classes, crews will receive wreaths and cups for 1st to 3rd place.
For placing in the overall standings, crews will receive cups for 1st to 3rd place.
For placing as a team, crews will receive cups for 1st to 3rd place.

15:00 to 16:30: Liberec Circuit – joint hug, sorting by starting numbers
16:30 to 17:00: Liberec, Dr. E. Beneše Square – cars to the Closed Parking
17:00 to 19:00: Liberec, Dr. E. Beneš and surroundings – accommodation
19:00 to 20:00: Liberec, Clarion Grandhotel Zlatý lev – ceremonial opening and discussion
Thursday 18. 9. 2025 – I. Leg:
08:00 to 09:00: Liberec, Dr. E. Beneše Square – Welcoming of participants at the town hall
09:00 to 10:00: Liberec, Dr. E. Beneše Square – Start of I. Stage
12:00 – 13:00: Break for joint lunch
17:00 – 18:00: Break for joint dinner
20:00 – 21:00: Karlovy Vary – Finish of I. Leg and accommodation
Friday 19. 9. 2025 – II. Leg:
09:00 to 10:00: Karlovy Vary – Start of Stage II

20:00 – 21:00: České Budějovice – Finish of Leg II and accommodation
Saturday 20. 9. 2025 – Leg III:
09:00 to 10:00: České Budějovice – Start of Stage III, Náměstí Přemysla Otakara II.
12:00 – 1:00 PM: Písek – lunch break
4:00 – 5:00 PM: Finish line – Prague-Letenská pláň
5:00 to 6:00 PM: Prague-Letenská pláň – Transfer to accommodation
7:00 to 10:00 PM: Prague – closing ceremony with live music, award ceremony.
23.) ENTRY FEES
The entry fee includes:
– costs associated with the organization of the competition
– production of all printed materials, roadbooks
– starting numbers and marking plates
– catering for the crew during the competition – from Wednesday 17. 9. (lunch), to Saturday 20. 9. (dinner)
– accommodation for the crew for 3 nights – Liberec, Karlovy Vary, České Budějovice
The same applies to a two-member crew of a properly ordered accompanying car.
Entry fee – the 1st entry deadline on 30. 3. 2025
– Entry fee for one crew is = 14,900 CZK.
– Entry fee for an accompanying car (2 people) = 14,900 CZK.
– Entry fee for registering one team (for a total of 3 cars) = 1,500 CZK.
– The entry fee is paid at the same time as the application. The crews thereby guarantee their genuine interest in starting.
Entry fe -t the 2nd entry deadline on 20. 4. 2025, increased
– Entry fee for one crew is = 18,000 CZK.
– Entry fee for an accompanying car (2 people) = 18,000 CZK.
– Entry fee for registering one team (for a total of 3 cars) = 2,400 CZK.
– The entry fee is paid at the same time as the entry. The crews thereby guarantee their genuine interest in starting.
– Entry feesare paid exclusively by bank transfer

– In the message for the recipient of the payment, write: ISRV 2025 and the driver’s name
– The crew will receive an accounting document for the deposited deposit at the formal acceptance.
24.) GENERAL AND FINAL PROVISIONS
Bulletins
To supplement some points of the propositions, or if the situation requires it, numbered Bulletins will be issued and crews will receive them as needed during the rally ..
Possible force majeure
In the event of force majeure, the organizer reserves the right to postpone or cancel the competition.
Event insurance
The organized competition will be part of the collective insurance of the Autoklub České Republiky for the year 2025.
Exclusive right
The organiser has a right to refuse an entry without giving a reason.
Official language
The official and binding language throughout the whole event is Czech language.
25.) ADDITIONAL INFORMATION
Public transport
Transportation of participants between individual locations, such as accommodation, is provided by the organizer.
Film documentary
As in previous years of the Ideal Track of the Vltava Rally, a film documentary will also be shot this year, which will be available on DVD.
Dress code
Let’s do sports, but at the same time, let’s maintain classic social habits. For the opening ceremony and the announcement of results on Saturday, we ask you to wear formal attire.
